Windows 2000 srvr MESSED UP!

I cannot begin to trouleshoot this one. What is worse I
now have the problem on 2 windows 2000 servers at two
different unrelated sites (well except for me... though I
swear I have not done anything...)

Here are the symptons:
a. Internet explorer does not diplay its version
information in help | about.

b. Open control panel and all icons are on the left pane
rather than the normal right side pane.

c. Open Add/Remove Programs and nothing displays.

d. Event viewer opens and you can see all the entries but
you cannot open an entry to view detail.

I can go on... in short the system works but there is
something seriously messed up with this system.

I appreciate any help with solving this problem.

Did you patch these servers with the MS03-026 patch?

Has anyone found a solution to this that works? I have multiple
computers with this problem. This didn't start happening until we
patched our computers with the MS03-026 patch(blaster patch). This has
been confirmed to happen on computers with IE 5.5 or 6 and SP3 or SP4
after being patched.

I have the exact same problem that started after I updated to the the latest
security patches. I keep getting the message

"Access to the specified device, path or file denied"

Sure would be nice to have an answer to this one......very frustrating
