Access Denied looking at event viewer as Admin?

Hey Guys,
I just recently tried to add a new user to a 2003 server,
with 2003 exchange, on the same box. When I attempted to
add user, I got this error message "Access Denied
Facility: Win32 ID no: c0070005, then something about
Microsoft Exchange Directory" (I think). So I tried to
view the event viewer, and I was also access denied! I am
logged in as Administrator on the box, and scanned for
viruses but none found. The box "seems" to be working
fine other than that, with users able to access
priveledged folders, (so I get the impression, some sort
of authentication is working).
