Since this looks like a recent posting to this error, here is what I
have found that resolved it for me.

I am documenting the AD server migration for my company as we will be
migration AD roles to new hardware. My lab environment is w2k sp4
(server name w2kad1). I introduced a new w2kad2 server to migrate to.
I had migrated the GC and all roles to the w2kad2 using the gui
method and everything displayed correctly. Until attempting to add
2003 server as an AD everything seemed to be working correctly. One
of the postings on this issue talked about siezing the roles using
ntdsutil.exe. I went through siezing each of the roles and 4 out of
the five had the old ad server referenced. Once I ran the cli utility
to force the role transfer the adprep worked.
