Is Active Directory Necessary?

I administer a small standalone network. Am in the process
of upgrading server from NT 4.0 Server to 2003 Server
Standard. We have a couple of server-based apps...but
mostly is a just a file server. May also host email in
future. Can I get by without Active Directory? Seems a
little overkill for us. Thanks.

The installation of AD is what changes a Win 2k/ Win 2k3 standalone server
into a domain controller. You can not have a Win 2k/ Win 2k3 domain without
Active Directory, the most you can have is a peer to peer workgroup.

Without that you'd be running a peer-to-peer style workgroup. If
features like group policy or the ability to put users accounts into OUs
are overkill for you, then don't use them.

(Exchange 2000 and 2003 require AD, if you were thinking of using those
for email.)
