- Active Directory not working

I have two sites that are having identical active
directory problems.
When I open Active Directory users and computers and try
to open the group pol tab on the root organisation I get
the following message:
The domain controller for group policy operations is not
available.................
When I try to open the Dial in tab on a user I get:
Could not load the dial-in profile for this user because:
the network path was not found.
In the application event log I have the following userenv
error:
Event ID: 1058
Windows cannot access the file gpt.ini.............
I also get the following DNS error, and DNS tests fail
when I run them:
Errors 4004 and 4015
DNS isn't working because it can't access active directory.
I am also having scheduled backup issues that may be
related.
I am very grateful for all and any insights into this
problem. I have searched the ms knowledgebase to no avail.

Let's everyone hum the Active Directory mantra ...
The answer is DNS - the question is irrelivent.
It's pretty clear that either your DNS configuration is pretty badly
buggered or something underlying it is keeping it from doing its job.
Here's the fundamentals:
Ensure your DNS is running as a "dynamic DNS.
Ensure your DNS has representative SRV records for the domain controllers in
your domains
Ensure ALL clients and servers are pointing to the DNS holding the SRV
records *and* that there are no entries pointing to any NON-AD DNS servers.
