- Active Directory problem (win server 2003)

Environment is:
Windows 2003 server (domain controller)
One example is in application log:
Source: Userenv
ID: 1053
Windows cannot determine the user or computer name. (There are no more
endpoints available from the endpoint mapper. ). Group Policy processing
aborted.
Other thing that I cant do is to edit or get access to group policy, comes
an error message:
Group Policy Error
Failed to open Group Policy Object. You may not have approriate rights.
And I'm logged in with administrator account.
There is something messed up in that system, but I dont know what and how to
fix it.

Do I have to install and configure DNS server? This domain and this machine
is
not administering our workstations, it has only one role to trust our
workstation domain
controller. It is in another vlan than other domain.
