- Delegating administration in Hosting Environment

Pls. Forgive for the duplcate post.
We have ~50 OU's in a hosting environment, this will mean removing AU users
from all OU's and any new onc=e's created.
Is their a way to do this using a policy? Specifically setting a deny on
read permissions for the particular security group will also work, but I am
looking for something more programmatic and less tedious.
