Dial-In Tab When Accessing Through W2k3

I'm having a peculiar problem that I sure could use some help with. Our
organization has a Windows 2000 native mode domain with running 1 Windows
2000 DC and 1 Windows 2003 Server DC. All the operations master roles are
run on the W2K3 server but both maintain a copy of the global catalog. I
mention all this because I'm not sure if it's relevant to the problem I'm
seeing, but I figured I'd add it just in case.

So, what's happening is if I access a user's account settings via Active
Directory Users and Computers when logged onto the W2K3 machine and then try
to access the Dial-in tab, I get the error message "Could not load the
Dial-in profile for this user because: Either a required impersonation level
was not provided, or the provided impersonation level is invalid.". Now if
I go to my Win2K machine and perform the same task, the Dial-in property
page comes up without any problems. I log onto both machines using the same
domain account and it has full administrative privileges. On the W2K3
machine, there is nothing sent to the event log that might give me more
insight as to the problem.

Our site has been working towards upgrading all our servers to Windows 2003
Server, but I'm reluctant to do so we can't access the Dial-in settings on
the new servers. Does anybody have any suggestions or ideas as to how I can
fix this problem? Any help would be greatly appreciated.
