Domain Conroller Issues

I still haven't fully fixed my "Event ID 13562" problem but I got it from 3
occurances to 1. Does that event cause problems so that the server no
longer responds to IP related services like HTTP, FTP, RPC, etc? When I get
that, it seems to screw up the server so that it has to be rebooted but once
reboote, it works fine. Well, I have a few questions to ask really quick.
How hard would it be to demote a domain controller and install a fresh
Active Directory but still keep the user accounts and shares with the proper
permissions? I am not sure it's possible but I can't seem to diagnose and
fix my Domain Controller so that it no longer gets the "Event ID 13562" and
other event that are happening. I'll give you a list of all warning/error
event ids I get just in case you see one that you can help me with:

Application Log:

Event ID 1010 Source Perflib
The Collect Procedure for the "Tcpip" service in DLL
"C:\WINNT\system32\Perfctrs.dll" generated an exception or returned an
invalid status. Performance data returned by counter DLL will be not be
returned in Perf Data Block. Exception or status code returned is data DWORD
0.

Event ID 5722 Source Netlogon

The session setup from the computer MES5 failed to authenticate. The name of
the account referenced in the security database is MES5$. The following
error occurred:

Access is denied.

Event ID 13562 Source Ntfrs

Following is the summary of warnings and errors encountered by File
Replication Service while polling the Domain Controller
starserver.starprecision.com for FRS replica set configuration information.


Could not find computer object for this computer. Will try again at next
polling cycle.



Those are the only errors/warnings besides warnings for the Compaq Perflib
warnings that I'm fixing now. Can someone please help me out. My server
works fine after a reboot but after a couple of days, any service it
provides that rely on TCP/IP are no longer available and I have to restart
the server. Oracle, Web Server, RPC, Active Directory and others become
