- Domain Local Groups not showing

I have two Windows 2003 servers running in Windows 2000
Native mode. One is a DC, one is a memeber server.
I have a shared resource (folder) on the member server,
but I cannot give permissions to any of my Domain Local
Groups; they do not appear in the list.
I thought Domain Local Groups were available throughout
the Domain on DCs & Member Servers, as opposed to just DCs.
Is this true? Should I be seeing my Domain Local Groups,
or, am I limited to just Global Groups, and (old) NT Local
Groups because I am not running in Windows 2003 Mode?
This is NOT an upgrade or Migration, this is a new network
install.
