I want to transfer FSMO role from one DC (win2000) to
another DC (win2003). However, I got problem that it
said "The current fsmo holder could not be contacted" .
Could anybody tell me why ?
My DNS setting is just be default, when AD is installed,
DNS setting is set up automatically. The win2003 DC's DNS
is set to the win2000 machine's ip address.

Use Netdom query fsmo or dcdiag to find out who the current machine thinks
the FSMO role holder is. You can also force it if the server that had the
role is no longer available.
