- getting errors when setting up users

I'm new to 2003 and i have a dc set up in a new forest ive
set the local policies and domain policies and I still
cant set up a user. It tells me to look at the criteria of
the account like password lenght.etc. I set the password
length to 8 and all the other stuff that it needed. What
am I doing wrong?

By default in Windows Server 2003, complex password policy is enabled in
domain group policy. This said, your password must be constructed from lower
letter, upper letter and a number + optional special character ($,%,#,.....)
