There is no Master or PDC BDC roles in Active Directory.
All DCs are equal peers as regards read write capability to the Directory.
There a number of "roles" know as Operations Masters. (3 per domain and 5 in
the forest root domain).
These can be moved from server to server (2000 or 2003 it does not matter).
One of these roles is the PDC Emulator.
You can move the PDC Emulator Operations Master role from one DC to another
in the Domain.
You can find out about Operations Master and moving the roles in the Help
and Support on your Server.
Just do a search for operations masters
