Can anyone point me in the direction of what tools there are to remotely
administer AD? That is, how can I add users to Active Directory from a
different location. Opening up the Remote Desktop ports may not be an
option. Any web apps that can do it? I saw an example for previous
versions of Windows, but the linke is no longer valid.
Any ideas for Windows 2003?

VPN are a more secure way, establish the VPN connection and then go for an
RDP connection. Or Use AD Users and Computers from the local machine over
VPN.
