In my win 2000 domain, my schema master server was down and not able to
change the schema master role to other DC.
Can anyone help?

If the Schema Role holder is down and will not be coming back up then you
can seize the role using ntdsutil.

Did you try seizing the schema master role to another DC?
See http://support.microsoft.com/?kbid=255504 for specific steps.
