I need to delegate a task to our HR group to allow them to
populate items in the user properties tabs such as
General,Telephones,Address, and Organization. I've
searched Technet and cannot find how to restrict
delegation to only certian areas of the user properties.
Does anyone have instructions on how this can be done. Is
there book or TID on this?

Up on the Delegate Task Wizard, create a custom task there you will found
out your needs
