problems with ScanDisk, Disk Defragmenter

Neither one will work. An uninstalled app somehow
messed up my system + there's nothing listed in the
"Windows setup" box (Settings/Control Panel/Add-Remove
Programs/Windows Setup.)
Does this indicate that I must reinstall Windows 95?
What's the best procedure for this?

In Add/Remove Programs/Windows Setup, choose "Have a disk" and then go to
the directory where the .inf files are (in my comp. C:\Windows\Inf). All
add/remove stuff is listed there.

What happens when you try to run them?
What error messages do you get?

Click Start> Find> Files or Folders, type scandskw.exe into the "Named:" box, look in the C: drive, and click Find Now.
Do the same for scandisk.exe and defrag.exe
Are these files found on your hard drive?

I've gotten ScanDisk to run Ok, but only in safe mode.
Disk Defrag continually restarts after only 2% + the error
message I get is "Drive's Contents Have Changed:
Restarting..."
