If you are quite sure that the CD is a retail (full or upgrade) version of
W98, then this site will have some information relevant to your problem.

Can you help me out? I have Win 95. Can I get or
purchase an upgrade to 98 and if so, how?
Thanks

Try ebay.
Note: The OEM version was designed for a clean install and may not let you
upgrade.
The Retail upgrade version (not the update version) or the retail full
version will let you upgrade
