While initializing device IOS, Windows protection error

I am trying to transfer my hard drive from my old 150Mhz
machine to a 2.8Mhz Pentium 4 machine......(I need Windows
95 to run certain programs) When I boot i get

While initializing device IOS
Windows Protection Error.
You need to restart your computer.

I cannot start in safe mode but can get a command
prompt....I have read some aarticles a about changing the
config.sys but nothing specific to this problem...

Any ideas please

put the drive back in you old machine
then apply the fast cpu/amd patch

then put it back in the new machine
