0028:C14A02EF Startup Error

I installed a service pack and when re-booting got
0028:C14A02EF error message. I could re-boot into safe
mode every time, but on Normal got this error. I
uninstalled Zone Alarm and Norton Anti-Virus - same
problem. So I reinstalled Win 98 and still have the same
problem but with different error numbers: 0028:C1539085,
0028:153A22f, 0028:C14F4D68, 0028:C14F4C7F, &
0028:0000D001 (this last one the most often). I can still
get into Windows in Safe Mode, but unable to get there
booting Normal. Any help would be appreciated! Thanks, Peg

You are not providing enough of the error message. Copy/post all you
see, verbatim. If there is a Details button, click it. We do not need
registers & below.

How to Troubleshoot Using the Msconfig Utility with Windows 98
(281965) - This article describes how to use the Microsoft System
Configuration (Msconfig) utility to troubleshoot configuration errors in
Windows 98 and Windows 98 Second Edition.

BUT BE CAREFUL-- better not disable System.ini & Win.ini, because that
can be trouble. Well, if you are sure of your Registry backups, actually
those two can be recovered this way...

(a) Boot to DOS. (Hold Ctrl for the Startup Menu, & select "Command
Prompt Only".)
(b) Scanreg /Restore
(c) Ctrl-Alt Del to Windows.

It will offer five dates. Choose the one of the last successful boot, to
start. These backups are done at boot, not at shut down. This should be
safe to do, if you haven't done anything to files in the mean time. This
will not restore files other than those .ini's & the Registry. It only
restores settings.

The only one that's showing up now is 0028:0000D001. It
appears every time I try a "Normal" boot. It's on a blue
screen, before Windows actually loads. There is no
details button or mouse and ctrl-alt-delete does not work
to restart the system. The system has to be turned off
and on again to reboot. The exact message is:
Windows
A fatal exception OE has occurred at 0028:0000D001. The
current application will be terminated.
*Press any key to terminate the current application
*Press CTRL+ALT+DEL again to resart you computer. You
will lose any unsaved information in all applications.
Press any key to continue.

(1) Did you try the MSConfig procedure in my first post?

(2) While I cannot find "0028:0000D001",

Search "fatal exception 0E has occurred at"; Windows 98; Full Text;
Exact Phrase; does come up with a full four pages worth. YOU must look
through them, to see whether something pertains to YOUR particular
installation/setup. Get back with any further questions.

Before I attempted to look to newsgroups for help, I did
the following:
1) Chose selected startup in msconfig - choosing not to
load anything - no success
2) Ran full virus scan in safe mode with updated virus
definitions
3) Tried all troubleshooting steps in Microsoft Knowledge
Base Articles 188867 and 192926
4) Searched newsgroups, microsoft and through google all
error messages I was receiving
5) Reinstalled Windows 98
6) Then, I turned to the newsgroups with this post
I believe I have tried to solve this on my own before
bothering the newsgroup with my question. I am about
ready to just fdisk and start over, but this has me
stumped and I'd like to figure out what's going on. This
problem occurred when installing windows critical updates
from the windowsupdate site.
Any help would be appreciated.
