98 bootup error

I have a PC that on bootup, stops where the listing of
different boot options (ie normal, safe mode, command line
only etc) with the error "windows has detected a
registry/configuration error". It recommends that I boot
into command line only and perform a scanreg. I have done
this with the fix option and it doesn't seem to have
helped. Is there any other option other then a fresh
rebuild?

You may have bad or poorly-seated memory modules.
