- disc defragmenter

I am a Windows 98 user.
I am trying to run the disc defragmenter to enhance my
computer's efficiency. I have done this in the past with
no problems. to do this, I know to shut down the Norton
Anti-virus, program, the Black Ice program and unplug the
internet connection. When doing this, the scan disc and
the defragmenter have performed.
Currently, I am not able to perform these tasks. A message
appears stating that there is an additional program
running in the background , preventing this application to
function.
I need to find a way to close those programs that may be
running in the background.
Can you help me determine which programs they are and a
way to shut them down?

Enter msconfig in the Start => Run box and click the Startup tab. You can
disable all of the programs listed there.

TRy running DeFrag from SafeMode. That turns all
background software off, also disable screen savers.

ScanDefrag is a shell for Disk Cleanup, Scandisk, and Defrag, that
can be configured, and will run these disk utilities "on boot" before
user processes load. It can also be used to terminate unecessary
