- Error message 'can't find files' on W98SE CD when trying to add components

HELP!!
I have 2 partitions, dual boot. Win98SE on C: and Win XP PRO on D:
XP running fine - no prob
Problem with W98 SE:
Trying to add Windows components either by starting ADD/REMOVE components
from Control Panel, or direct from my Win98 disc results in a message saying
none of the required files can be found on the W98 disc.
If I search the disc in W98 with FIND [e.g. Find *.dll] it fails to find
all the .dll files I know to be on the disc - comes back with less than 400.
If I search from XP it does seem to go into all the the CABs and comes back
with over 1400 - including the ones W98 add components says it can't find.
I've made sure it's looking at the correct drive [I have two E: - DVD Drive
F: - CDRW Drive]
Any ideas why it's not finding them ?

What does a Find using *.cab come up with.
In named box: *.cab
In containing text: *.dll
Look in: point to CD

Try extracting fresh copies of the following files to the Windows\Inf folder.
layout.inf
layout1.inf
layout2.inf
