I would like to know if there is any tools or options
available in Windows 98 to try and retrieve a file once
it has been permanently deleted (including being removed
from the recycle bin)? Do I need to look into some third-
party retrieval software? If so, could you possibly
recommend some?

there is a free one called PC Inspecter
