i/o subsys driver did not load no boot normal or safe modes PCR?

the computer just installed Nortons NAV and PF and after
reboot got error missing 7 virtual device drivers.
iosubsys folder missing, no boottxt log (PCR) went to
clean boot, can't do without being in windows have been
through the trouble shoots, scan reg, etc. finally got
scan reg to repair registry but still unable to boot in
either mode. Need help.
