I want to change from English to Spanish. I have changed
my regional settings to Venezuela and have also changed
the keyboard default to Latin American Spanish,however the
desktop and progrramme information is still in English.How
do I change this as well?

You cannot. The only way to change languages is to back up essential
documents, wipe the hard drive, install the language version of Windows you
wish to use, reinstall your software, then restore documents and data.
