anyone know how to disable messenger service in win98?

There is nothing like this in 98, unlike in XP. If you mean MSN messenger or some other IM program, check their settings. In the worst case, use start -> run -> msconfig.

Go to Start/Settings/Control Panel.
Select add/remove programs.
Click on Windows Setup tab.
Highlight Communications and click details button at
bottom.
The ONLY things that need to be checked here are:
"Dialup Networking" and "Phone Dialer".
The rest can be unchecked. And then OK and OK again.
You may need to restart computer.
See if that does not help?

This is not necessarily the case. For example, you might want to use VPN or direct cable connection for certain purposes...
