Unable to load *.dll, Can't find file in Data1.cab
Posted by Robin on February 15th, 2004

I have Win98 SE and had an ISP access Software program
from Earthlink. Was having a problem with email and they
told me to uninstall their software and then reinstall it,
which I started to do, however my puter froze trying to
uninstall and subsequently had to reset and load Windows
again. I then had to "manually" uninstall the rest of the
program.

Upon trying to reinstall the program, it now says it
cannot find a DLL file on their CD, yet the file is there.
I have contacted their support techs and they redirected
me to MS to solve the problem as I was getting an Error
code 1603 on the install with being unable to find
the .dll file.

Any suggestions would be appreciated here as MS no longer
supports this program as it's obsolete in their opinion.
I've been through their Knowledge Base and several types
of "unable to load *.dll" things come up but they pertain
to certain programs so I'm kind of stumped on what to do.
Nothing seems to quite "fit" with my error. Also, an error
code 1603 comes up after the dll error, if anyone knows
what this is.

If on dial-up, you don't need Earthlink's software. Set up a connection using
the MS "Connection Wizard". You might find it under the Start Menu >
Programs > Internet Explorer > Connection Wizard.

All you really need to connect is-
Phone number(s) which you can get at http://www.earthlink.net
Username
Password

For email-
Username
Password
Email address(s)
Type of email protocol- (probably) POP3
Incoming mail server- (if dial up, probably) mail.earthlink.net
Outgoing mail (SMTP) server- mail.earthlink.net

If using Outlook Express you want to set up a "new mail account"
Tools > Accounts. Follow the wizard.

Earthlink is my ISP. I never had to load their software. If you are set
up correctly and still have problems, then it is on ELs side.

Empty your Temp folder before trying to install again and after a fresh boot.

If the file is on their CD, when you get the " cannot find...." prompt during install, click on the browse button and navigate to and select the folder it's in on the CD.

thanks Bill, but my email program is set up with TA2004 on
Earthlink, which is the problem I was having to begin
with, which is why they suggested I uninstall and
reinstall TA, as they thought I had a corrupt alias file.
When I couldn't get it to reinstall is when they directed
me here. The problem is somewhere in MS files, not
Earthlink files, and I need my email program back with TA
as all my contacts are setup on back up files for now.

Not being able to find a *.dll file on a CD or Download
program means there's something not set right, either from
another program that overrode the original setups or
another corrupt file in Windows. I just need to know if
there's someway to fix it without having to totally
reistall Windows or if I can just reinstall "some" files
to their original. Just need to know which ones.

Thanks Brian, but it doesn't give me the option to find
the file on its own, it just shuts down the install, which
is apparently what the 1603 error code refers to, after I
did some research. Any other suggestions?

Oh, from another post I'd gotten a reply to, I had run
SpyBot on my computer, which apparently messed with a few
files it shouldn't have and I got options restored to my
IE. I may go ahead now and try to empty my Temp folder and
see if that helps, but I had another program that did that
for me too, so I wasn't concerned too much at the time.
Will let you know.

button and navigate to and select the folder it's in on
the CD.

Download and reinstall the latest Window's Installer
http://www.microsoft.com/downloads/d...DisplayLang=en

Download and run the Windows Installer Clean Up Utility and direct it
to clear the related registry entries for the software in question. I
assume your "manual uninstall" didn't do this.
http://support.microsoft.com/default...nUpUtility.asp

Empty the temp folder, as Brian suggested.

Reboot and try again.

Ok thanks, Bill, am downloading the newest Windows
Installer file from the link you gave, but for the Clean
up Utility, will that work on 98??.. it seems to be
designated as an "XP" Utility file from the link you gave.

well, the Installer file came back with Error: Session
already exists.

Should i have deleted it first?

Posted by Bill Blanton on February 17th, 2004

I assume you mean when you tried to install the installer?

No don't delete anything. Is that the -exact- error message?

Try the cleanup util. Make sure you only remove referneces
to the EL software.

It's also important that your %temp% folder (e.g. c:\windows\temp)
is not loaded down. This can interfere with installs in general.
Have you emptied it yet?

You know.... I didn't even know there was a folder in
there.. lol. I emptied the Earthlink Folder I found in
Windows/Temp, and then did run the cleanup utility as
well. Thank you so much.. Am rebooting now and will let
you know if it finally works.. Thanks a bunch! (I had to
reread this several times before it finally sunk in...
keep your fingers crossed, but I think this will work this
time ) If not, I'll be back.. lol!

Yup, it finally loaded without any errors! Thank you SOOOO
MUCH!! (Guess I'm a little dense after all) Finding EL TA
in the temp folder of windows, deleting it and running the
cleaning utility finally cleared it up so I could
reinstall it. Yay!! My apologies to Brian for not seeing
it sooner, and appreciation to Bill for being persistant
with me.. It finally cleared it up!! You guys are great!
Thank you!!!
