- French Keyboard problem with dual stroke characters.

If I set the language to French(Canadian), the dual stroke characters won't
work. The likes of:¸¸C, ´´a, ^^o will make a dual symbol on the first key
stroke and then place the character besides it on the second keystroke,
instead of below or above the character..
Removing the French language keyboard and installing it again does not
change the problem.... Is there a way to fix that without re-installing
Windows.?
It is a Pentium 4 Desk top & 98Se Windows.
