- system applet does not show up in control panel

My system applet is not showing up in control panel in Windows 98SE. I have
sysdm.cpl but it says it lacks a valid PE signature which, presumably, is
why it is not showing up. I installed the OS from a genuine Microsoft disk
which cost me $200. Presumably the original is in one of the cab files so it
doesnt show up in search. Can you tell me where I can find this file on the
disk or otherwise tell me how to fix this problem?

It should be in WIN98_25.CAB
It shows up in a search if you search *.cab for text containing
sysdm.cpl
