- trouble w/ clean install of win98se

I've done several installs before, but having trouble this
time. Here's what I've done:
-backed up all needed files, etc.
-made a fat32 startup disk following microsoft support
instructions.
-booted up with the fat32 startup disk.
-ran fdisk, delted partition, made new partition, rebooted.
-formatted c drive.
-started up again, this time with cd rom support.
-typed f:/setup where f: is my 2nd cd rom with win98se in
it. (drivers loaded up and recognized both cd-rom drives.
i did try to use the first cd-rom drive with no success
either.)
-scandisk checked drive integrity, no problem.
-win98 set up screen in blue shows up, i click continue to
prepare set up wizard.
-little bar gets to 100%, after about 2-3 seconds a black
box superimposes on the screen, freezes up, and that's it.
I unplugged every device except keyboard and monitor.
Originally had mouse plugged in, but then unplugged it
also.
I've read everything I can find, on this board, on Ron
Badour's website.
Any help is appreciated, I'll be watching the board.

Well, I tried "format c: /s" instead of just "format c:"
and I guess the system files this created on the c drive
was what I needed.
After this, I followed the same steps, set up didn't
freeze, and i'm half-way through the install.
You know, I turned my back to the screen while set up was
starting, I'm thinking this had something to do with it as
well. ;-)

More likely it was just a glitch in the first installation as W98 puts
the system files on the hard drive for you. I have done dozens of
installations and never used the /s switch.
