- Windows 98 clean install

I am stumped. I am doing a clean install of win 98. I
have reformatted and partitioned the drive. When I boot
from the boot disk, I do not get an option to boot from
the cd-rom and it will not automatically run the cd-rom.
When I am booted and at a prompt, I can access the cd rom
drive, so I know the driver works and I have checked and
made sure it is trying to boot from the CD-rom in the
BIOS. There is no setup command on the CD. Any
suggesions, ideas, etc...

The Windows 98 Startup disk does not provide the option to boot from a CD.
If you want to boot from a CD, then you need to configure your BIOS to look
first at the CD drive when booting. Then IF the CD is bootable, the system
will boot from the CD drive or you will get the choice of booting from the
CD drive.
If there is no setup on the CD drive, then either the CD is a restore or a
recovery disk created by the manufacturer or it's a companion disk also
provided by the manufacturer. The companion disk does not have the setup
files and is intended to be used after you have run the recovery or restore.

When I boot from a Win 98 Startup floppy, I see an option to enable CD-ROM
support.
If I choose that option, then I can insert the Win 98 CD-ROM and run setup
from the CD-ROM.
Is that what you wish to do?

Forget about loading Windows from the CDROM and create a
folder on the C drive called "win98". Then copy all the
files from the Win98 folder on the Win98 Install CD to
that "win98" folder you just created on the C drive. When
it's done copying the files, you can navigate to the
C:\win98 folder and run SETUP directly from the hard
drive. It's faster, and from then on, whenever Windows
will need the installation CD, it will know to get the
files from the C:\win98 folder instead of asking you to
put the Install CD into the CDROM drive.

That is probably because your setup floppy disk is bad. Try making one per the instructions.
