- windows 98 won't boot from boot disk

Laptop is shot from a virus I think. When I go into DOS,
it won't allow me to reformat the c: drive. I also tried
rebooting from the boot disk but to no avail. Anyway
that I can modify system bootup files manually through
DOS and if so, what are the commands?
It's a old Dell Inspirion 3500 with Windows 98 (not SE).
