Windows is bypassing start up files

After a crash, I rebooted and got an Invalid System Disk
message. I reinstalled the files as advised by the
startup disk help. Now I get the C prompt and in the safe
mode, I get the Windows is bypassing Start Up Files.

Are you saying that the PC boots to the C: prompt or does it boot into
safe mode?

Make sure the computer has a valid "c:\msdos.sys" file,
something like this:

[Paths]
WinDir=C:\WINDOWS
WinBootDir=C:\WINDOWS
HostWinBootDrv=C
[Options]
BootGUI=1
;end

It boots to the C prompt. If I hold F8 and go to safe
mode, it says Windows is bypassing startup files and the C
prompt again. It is academic at this point as I
reinstalled Windows so I could recover the files I didn't
want to lose. Thanks.
