I know the v3 sales process is now a staged workflow. I'm looking for a
workflow template in v4 to use as a sales cycle, but it appears there are NO
templates included with the workgroup edition. Is this correct?

You could always try upgrading a 3.0 image and then exporting the upgraded
template from 3.0
