How do I get CRM to publish a form change to the Outlook forms installed on
a client machine?

I have used Deployment Manager to publish the form customizations, and I
have reset IIS, but the forms to not update the local client in Outlook.

Updated forms are downloaded to the Outlook client when you go Offline.
