Lets say I created an entirely new custom entity called "Department". Now, I
need to bulk import data from a .csv file to the new Department entity. Is
there a way I can import data using crm toolks like Bulk import wizard or
Data Migration Framework or should I create my own DTS packages?

You could look at ImportManager from CRMextensions
http://www.crmextensions.com/products.aspx?id=104. It provides great
functionality with importing data, duplicate check and updating.
I have beed in touch with them regarding an upgraded ImportManager which
will be released soon. It can import to ANY custom entity and create all
necessary relations to other entities. You could contact them and become beta
testing partner like we did.
