reinstall all aplication ????

You should be able to by manually populating the RolePrivileges table with
the appropriate GUIDs. It will take some effort & research though to get
the proper values.

Why is it that so many people delete the admin role? I know I did the first
time through. They need to lock down that role for good.

Only reason I can think of is that people are used to changing Admin level
access right out of the box, similar to not using Admin or Administrator
logins in your Domain. Problem is, they don't think to setup another group
first.
I agree though. There should be a check in there to require at least one
enabled user that has the role maintenace capabilities.
