Knowing when there is an email in the queue

We have some external emails going into a queue. The problem is sometimes
these emails are accepted - but then forgotten about... there isn't a way to
deal with activities in WorkFlow and there isn't a way to send emails to
multiple users if someone simply emails the queue email address (i.e.
letting the manager know someone just emailed the queue from the outside)

Any thoughts on this? Should I put a trigger on the SQL table that will
email someone? If so - how?
