Can anyone tell me the rules around the licensing restrictions (if any) for a live CRM deployment who also wants a side-by-side development and testing envrionments?

This appears to be a gray area or at least I am not aware of any official statement from Microsoft. I know from experience many companies either user their production environment or an MSDN license for testing. Any Microsoft people care to respond?
