Is it possible to limit what a user can open?

I created a new View that only shows 'Account Name and Owner'.

Now is it possible to restrict the user from opening the Account?

no, if they can see it, they can open it. you can consider a custom web app
that pulls the list from the CRM using the API and making your list view
only.
