Marketing campaign in 3.0 version

Hello, I would like to raise a question about marketing campaign, the first
thing that occurs in your mind when creating a campaign is to be able to send
e-mail via mail merge, and track the responses, however, how come, whether
from outlook, or web based crm, you cannot pick a template if you want to
send e-mails to a large amount of people? Instead, you can pick the email
activity and you must insert the content... Is there a way to insert a
template in a marketing campaign and immediatley send emails?
