After upgrading from 1.2 to 3.0, the security groups are not editable. When
looking at the security, there is no option to save changes. Is this a
result of the upgrade from 3.0? And to modify the groups, is the only option
to create a new group that mimics the old one and then move users to the new
one?

Which groups and in which BU? v3.0 introduced a change with Roles in that
they can only be edited at the "top" of their hierarchy. In v1.x you could
override priviledges at a sub-BU for the sane role, that is no longer
allowed. As a result, you can only edit the role at the highest level at
which it is defined. Some of the default roles are not editable (like
System Admin).
