Under the new schema field properties screen, there is an option called
"picklist."
Is a "picklist" the same idea as a multiselect menu? or can it be
manipulated to act as one?

no a picklist is simply a list of items. It is also a single select field ie
you can only choose one field at a time. ISV's have produced addons to give
multi-select capabilities such as axonom's powertrack for example.

Negative. There is no multi-select picklist for MSCRM 3.0. One was
developed but did not make the cut. Possibly look for it in the first hotfix
or service pack.
