So far I haven't had to pay for retrieving a hot fix. Just contact Microsoft
Support by email and tell them that you need the fix to troubleshoot your
system. You can always add a short note to your email stating that you want
to be informed before anything is charged, but I expect that you are
receiving the fix as an attachment without any further action being
required.
