Folks
In version 1.2 we were able to set, during/pre sync, if we wanted only our
data or all data but we appear not to have that functionality in version 3 -
this does mean that when we are offline in v3 we can only access our data -
is there a way in which this can be changed please?

crm 3.0 allows you to set filters to determine what to bring down.

Information on changing this is available in the training materials. I
really do recommend someone in your org going through official training so
you have access to this info. It can be done though from the CRM menu in
the Outlook client.
