Paused Workflow Rules

I am trying to find out why I have a number of paused workflow rules.

We have a workflow rule; which sends out an e-mail to the customer
which is triggered by the case creation.

I have read several postings but can't find anything clear on why this
occurs.....

I did find KB914594 (http://support.microsoft.com/kb/914594).

Basically I would like to know the influence the Rule Owner and
Business Unit have on the execution of a rule ??

P.S. When I enter the workflow monitor and resume the paused rules
they complete with no issue.

In Workflow Monitor there is a tab labelled Log. Click on this tab and
navigate to your running workflows and find one that has been paused. The
log may give you additional information like an error code.

If this is the case then post the Error Code here.
