POP email is always tracked?

We have a user that sends and receives his POP email through Outlook. All of
his outbound email is tracked in CRM even when "Track All Email" is turned
off. Is there another setting to check or is this an issue when using POP
accounts? We need to know how to not track all of his outbound email.

We have users that use POP3 also, their email tracking is acting normal like
users that use Exchange. The setting is the same for controling tracking CRM
email.

Is it V3C?
