Is it possible to post URL hyperlinks in the Notes section of records?

It's clear it's possible to type a URL into the Notes tab/section in CRM 3.0
but is it possible to make it a "live" link that users could click on to take
them to the URL?

Unfortunately no, as the notice is only a plain text. You can do this only
for fields where the extended editor is provided as: the body of the E-Mail
activity, the knowledgebase etc.
