I have added another value to the Priority field in the activity. I found
the unsupported way to do this on this site. The problem I am having is that
I cannot publish the changes in the Deployment Manager; Activity is not an
option for publishing. I tried publishing all and then resetting IIS but it
still did not show up. Is there a "work around" to publish changes to a
table that is not listed as a "publishable" table in Deployment Manager?

very unsupported solution:
better use backup before *g*

use the enterprise manager
go into the metabase
in the entities table mark activity as customizable
now you should be able to publish with deployment manager
